Merchants will have to pay MDR on UPI payments – new rules applicable from October 15
MDR will be applicable for merchants on UPI payments from October 15, 2026. Transactions above ₹2,000 will attract a charge of 0.40% (maximum ₹300).
New Delhi: The Government of India has decided to implement MDR for merchants on UPI payments. This new system will be effective from October 15, 2026.\n\n## What is the new MDR system?\n\nNo charges on UPI transactions up to ₹2,000. 0.40% MDR on above ₹2,000 (max ₹300).\n\n**Charges as per transaction:**\n- ₹12 on ₹3,000\n- ₹40 on ₹10,000\n- ₹80 on ₹20,000\n- ₹200 on ₹50,000\n- ₹75,000 and above Max. ₹300\n\n## Who will be affected?\n\nThis MDR will be applicable only on merchants. UPI payment will remain completely free for common citizens.\n\n## Impact on Haryana merchants\n\nMerchants across Haryana including Gurugram, Faridabad, Hisar, Rohtak will have to pay MDR on large UPI transactions.\n\n## Important points\n- Applicable from October 15, 2026\n- Zero fee up to ₹2,000\n- Maximum ₹300 per transaction\n- MDR will be paid by the merchant, not the customer.
